Sandra Weis
Treasurer/City Clerk
Reporting directly to the Mayor and City Council as a whole, Sandie has a variety of responsibilities that include recording and archiving Council minutes, ordinances, deeds, resolutions, and the history of the City. She also ensures that annual budgets and audits are completed in a timely manner and to code, as well as making sure that all of the businesses within the city limits are in compliance with licensing and taxes.

Joe Adams
Chief of Police
Chief Adams is a 25-year police veteran and retired West Virginia State Police trooper with a proven record of leadership with diverse policing experience. ​He brings experience in community law enforcement, criminal investigation, and crime prevention to Westover. From investigative work to serving the West Virginia Supreme Court by managing criminal dispositions, he takes a very proactive, hands-on approach to policing. A native West Virginian, Adams resides in the Morgantown area and is dedicated to serving the people of Westover.

Karen Mason
Accountant
Karen is responsible for all accounting activity of the City, including periodic and annual financial reporting, budget preparation and monitoring, and billing and collection.

Tim Stranko
City Attorney
City Attorney Tim Stranko serves as general counsel to the City of Westover. In this capacity he renders oral and written legal opinions to the mayor and council, city manager, department directors, and other staff as requested. Tim prepares court papers, contracts, ordinances, resolutions, deeds, leases, and other legal documents.

Debra Scudiere
Municipal Judge
The Municipal Judge for the City of Westover is Debra Scudiere. She is also a statewide Mediator and Arbitrator and serves the WVU College of Law as an Adjunct Lecturer teaching Trial Advocacy in the fall semester and Pre-Trial Litigation in the spring semester.
Ms. Scudiere is a former Circuit Court Judge for Monongalia County and a former President of The West Virginia State Bar. She is also the former President of the Southern Conference of Bar Presidents and a past Member of the law firm of Kay Casto & Chaney PLLC, where her law practice centered on Litigation.
She has served as the Chair of the West Virginia Judicial Vacancy Advisory Commission and is presently the Chair of the ADR Committee of The West Virginia State Bar. Additionally, Ms. Scudiere was recently elected by the Board of Governors of The West Virginia State Bar to serve an additional term as its representative to the House of Delegates of the American Bar Association.
Ms. Scudiere is Martindale-Hubbell® AV Rated, its highest rating.

Jason Stinespring
Director of Public Works / Building Official
Jason has worked for the City of Westover since 2010, with his beginnings in the Public Works Department. He has worked in the Code Enforcement department since 2017 and has served as the Building Official since 2020. Jason also took on the role of Director of Public Works in 2021.

William Kennedy
Code Enforcement
Bill has worked for the City of Westover since 2021 in the Code Enforcement department. He handles the bulk of the rental inspections and property maintenance issues. Chances are if you see the code enforcement Jeep owned by the city, it is Bill making his rounds.

City Code Enforcement / Permitting
Tammy has worked in the code enforcement field for over ten years, with previous stops at the Town of Granville and Morgantown. She has worked for the City of Westover since 2022 in the Code Enforcement Department. Tammy handles the rental inspection department and permitting.
